You want a better chipset, just buy one with it.
Every phone doesn't need the same thing. And why should Google add a $250 additional cost to the phone when it doesn't need to.
Its like, if you just buy a cheap phone, bit you rather have an expensive one. Yet the majority of the features you will bebusing, actually are on the cheaper phone.

Agreed. Especially on the stable software. Google needs to focus on QC, not pretty lights.
Why not both? You’d think with the resources Google has it wouldn’t be that hard to do.
